Hi Leora,

Such a wonderful question! Thanks.

I will continue to think about it as this might be the fear of many
leaders. But the first
thought I have: let's think that as a manager, you ask a question to invite
your colleagues to a space but nobody shows up.
This means that nobody cares about that question. That also means that
nobody can in fact be productive in this issue.

So you should maybe change your question.

If people care about the question and the issue, they will participate with
a "purpose", that is to answer the question.
In this case the "freedom" is the best environment for them to work with
high potential.

If they can contribute with "their" answers, the work will get done.

I hope this gives some clues.
