Susan:

I've used OST for what the client called "strategic planning". The
phrase does have its limitations but it is certainly still being used in
many organizations. My story of such a use with an executive and then a
management team is in the Handbook of Large Group Methods by Barbara
Bunker and Billie Alban (2006) and there are others there as well. You
can also access the article on my web site. I would call that use of
OST strategic engagement (even more than strategic thinking). It is
developing "plans" or strategies to implement directions or vision
together with the commitments to do so. Both the "plan" and the
implementation momentum are developed at the same time. There is
another brief story about a "strategic planning" exercise with
executives at the Royal Bank of Canada on my site as well.
