And to add to that, Alaska Education is no stranger to OST. Getting in
touch with Dan and Heidi Chay or Julie Smith would be a good place to
start. They are both list members, or have been in the very recent
past.

Don't know what has been done in the UK for linking remote classrooms.
In the US, Boise State has a center to explore the use of technology in
distance education. This center include a classroom with a one-way video
connection to remote schools, and two-way phone connections which
connect students from several remote locations for realtime classes and
special events.
The State of Alaska Dept of Education has also done quite a bit in this
area.
These are not low-tech methods, but there might be the possibility of
using existing networks for virtual meetings. A search using the
keywords "distance education" might turn up similar resources in the UK.
Without technology, I think Harrison's plan is a good one.
