Don't know what has been done in the UK for linking remote classrooms. In
the US, Boise State has a center to explore the use of technology in distance
education. This center include a classroom with a one-way video connection to
remote schools, and two-way phone connections which connect students from
several remote locations for realtime classes and special events.
The State of Alaska Dept of Education has also done quite a bit in this area.
These are not low-tech methods, but there might be the possibility of using
existing networks for virtual meetings. A search using the keywords "distance
education" might turn up similar resources in the UK.
Without technology, I think Harrison's plan is a good one.
