OST for land use planning

Good evening, from Southern California
(where the breezes are blowing the smoke from the fires out to the Palm
Springs area.  May all the folks there find clean air.)

Question: Does anyone have a story they can share regarding the use of OST by
a developer for
   1. Land use planning, or
   2. The Public Comment portion of an EIR (Environmental Impact Report)?

I am in discussions with a developer who would like to contact another
developer that has used OST as part of their development planning process.

Any help is appreciated.
