x I believe you will have a too small group to get these big issues moving.
Depending of course what kind of involvement the decisionmakers wish to
have. I have also experienced that some people want to work on another issue
than the one they originally convened.

x Sounds like the best idea, but maybe there will be practical problems
for all people to be there at the same time. Suggestion: schedule an
alternative meeting time for those who cannot participate in the first.

Sounds like an expensive alternative. Otherwise I don´t see why not.
Let the conveners or whoever feels called take responsibility for the
meeting maybe with some guidance from you as to the structure of the
meeting. I have worked with a sponsor group that each took on a mentor
role, that is, they helped one group get going on their respective issue.
