OST Prefix in subject lines

there's that, yes... thank you, justin!  and then there is also the local
possibility of filtering on the To address, since all list mail is sent to
the unique oslist at listserve.boisestate.edu address.

my guess (and hope) is that the headers shift happened as a result of an
upgrade the boisestate folks have previously suggested to me might happen
this past spring.
