Again, making a huge leap: after reading for a couple of hours here and
there, googling and surfing: I feel like I am looking at something like
early Quaker history, William Penn and all that.
My MA thesis (early 70s) was about acephalous social movements and
networking.

Open Space Technology (OST) is a meeting methodology for groups from 1 to as
large as you are challenged to include. It was created by Harrison Owen who
has written several books, among them 'Open Space Technology: A User's
Guide' which has a detailed description of the methodology
