You were thinking of Reg Revans, who created the concept of action
learning, that is, people who met and learned from one another by
sharing direct experience.

I used his concept to pilot a series of courses at Heriot Watt
University for company directors who could learn from each other's
experiences, avoiding the trap of MBA theory and outmoded case
studies.
