OST practitioners in Lithuania?

This message drafts a proposal to the World Bank for a Campaign
for Working Openly.  They will connect "independent thinkers" who work
with "limited (or no) internet access" - generously, in the public
domain.

I'm not sure, but I think there are a few of the elements of OS there.
There will be monthly (open) meetings, passion and responsibility.

Are there OST practitioners in Lithuania so they may perhaps want to
look into this initiative?
