OST in government?

Michael Herman and I have been talking about ways to use OST where I work,
in state government, the Illinois child welfare system (the largest
state-run system in the country, both NY and CA or county-run).  My deputy
director wants to spend the next 8 or 9 months developing a plan to revamp
our services to older wards, specifically around housing (that's my issue,
housing) and bring all the stakeholders on board as we go (the change we're
envisioning might involved termination or severely changing contracts etc).
Michael's suggestion which I like very much is to write the invitation and
prepare the invitation list and present those the the deputy at least, and
possibly to some of the other stakeholders for feedback.  I really like that
idea, but while preparing the invitation, I'd like to know if/when you've
used OST in other government settings, especially where private sector
people were also involved.  Any invitations, proceedings or stories you'd
like to share would be much appreciated!  Thanks!
