Enough givens are already built into the process: the theme as a
question to be answered and a diverse audience invited to answer the
question. Both theme and audience are decided by the sponsor and
planning team.

Otherwise, everything ought to be on the table even though everything
does not get implemented.  It is far more likely that more issues and
actions will emerge if no pre-conditions are set by the planning team
on the participants.  What happens to passion, commitment and
ownership if there are limits and no-go areas?

Participants are reasonable and responsible people who have a stake
in making a better future.  Let's give them a little credit and trust
to recognise what is positive and possible.
