Any Ideas on this one?

The ideal OS in this case would be one where the group with the money
makes a portion of it available for proposals and then says: go ahead
and meet using OST, and discussion groups can be formed around proposal
ideas.  We will consider funding the results of each group up to $xxx
amount"

You have to be clear about the givens as Birgitt says, but the advantage
is that the process lends itself to project proponents finding each
other and putting their minds together.  The funder will probably want
to retain some money to use for a more conventional RFP, to allow access
for those groups that cant make it to the OST meeting for example.

Anyway, that would be ideal, and then you can work down from there.
