Any Ideas on this one?

There exists now a 12 member committee that has reviewed 22 proposals for funding. Their charge is to make recommendations to a "commission" on which proposals should be funded.  Of course, there is not enough money available to fund all of them at the amounts requested. The committee would like to avoid a "win lose" process and keep all interested parties engaged in the purpose of the effort which is to help the prenatal through 5 population and their families. Any ideas (or experience) on how a committee that has been charged with this responsibility can formulate their recommendations in an open space?  The meeting and/or the open space would also involve the people who have applied for the money (and anyone else who happened to show up).  Any input from the list would b appreciated. I need to think of  a process between now and March 5.  Thanks.........../Don
