OST for a city council

A few years ago I facilitated an OS for a local community that has been
undergoing tremendous demographic change. There was much concern that a few
people (the "same old crowd") would dominate the event to the detriment of
the whole community. They did not. There was much interest and energy. I
have not kept up with them, however, to know what has taken root directly as
a result of the event.
