Novel action planning design

Thomas's post has spurred me to post on an action planning design I am
going to be trying for the first time in three weeks.

I am facilitating a 1.5 day OS for 125 Aboriginal youth from across
Canada.  They are gathering under the auspices of five national
organizations (25 youth from each group) to discuss a federal government
Aboriginal youth strategy.

Day one will consist of a brief "panel" presentation on the highlights
of the strategy and then right into five hours of Open Space.

Day Two is reserved for action planning.  The planning group has
requested that we use this time to allow each of the five national
groups to create action plans for their organizations, as they each have
different constituencies, issues and priorities.

So what we will do is review the proceedings of day one together and
then ask each organization to form a working group to prioritize and
action plan around top priorities for their organizations.  The action
planning sessions will be posted on a common agenda wall and every group
will be open to others to attend.  The idea is to create organization
specific action plans while at the same time allowing for cross
organizational contact and possible collaboration to take place.

I have only sketched out the process at this point.  Anyone want to help
me flesh out the details?
