Don't know if this is of service...back in 1997, the Washington State Arts Commission convened a series of OS gatherings around the state on the future of the arts in the state. In all, about 1,500 people from individual artists to major arts organizations participated. The arts commission created a strategic plan that guided them for years from the experience; not to mention deepening the quality of relationships between and among the organizations involved.

So far my experience is quite frustrating as the level of skepticism in this region towards anything inclusive and open is rather high.
When I search the web, there is very little activity that’s going on and a recent symposium that was held on the subject of the current affairs in the field of the visual arts, was held in the usual "know it all experts" style, "explaining" the problems to the community of artists, who were sitting quietly and listening to what those "experts" have to say.
Still, I believe that a good idea like OS will eventually prevail given some time to familiarize with the concepts.

Open Futures did a series of events with the Scottish Arts Council.
In fact my first event was with 175 people to look at the future of
the theatre sector. It worked because the whole system (actors,
directors, administrators, companies across Scotland, funders and the
media) was in one room - a trolly shed converted into a gigantic
gallery.
The group established a new set of priorities including children's
theatre, which the Council wanted to promote but did not know how to
do. While the event was in 1997, people still talk about the change
that took place.
So, if you can get everyone who has an interest and stake in "the
artistic community," they will identify their key issues and find
ways to deal with them.
