This is so powerful. Glad the DOT is involved in this. <br><br>I attended a conference about telecommunications and the FCC needs much org redesign too. There were ex-FCC lawyers there exposing the dysfunction and the repercussions on our society and economy. <br>
<br>The large Telco companies control too much the examiners. They stitch them up in court for years every time they try to prosecute an infringement. And the easiest targets for prosecutions are the small companies, who are trying to fight their way into the market to innovate at a disadvantage anyway to the big behemoth oligopolies. The also write the draft legislation and provide all the data sources to the FCC to investigate the industry, so the whole system is biased and controlled by them.<br>
<br>The biggest telcoms co's control the market, control the congressmen, and avoid prosecution of regulatory infringements. As a result the US has fallen in the league tables for innovation readiness for the next ten years. We are now a peer of Brazil's because our telcom industry is so uncompetitive, and they are also blocking the national broadband strategy claiming they cannot invest profitably to serve 100% of the nation.<br>
<br>There's got to be a better way. The regulatory agencies will not be transformed with the appointees who are usually lawyers by training with their own competency biases. <br><br>Here's something else fascinating too. The Anti-Government "starve the beast" movement has dis-enabled the agencies deliberately since Reagan:<br>

A few months ago I didn't know much about Open Space. After posting to this list, I received some wonderful advice from Funda Oral, Lisa Heft, and Kaliya Hamlin. I also got a chance to read Harrison's book and meet him at his DC get-together a few weeks ago. <br>
<br>Since that time Kaliya Hamlin volunteered and we put together the first workshop in a series designed to help government agencies implement the Administration's <a href="http://www.whitehouse.gov/sites/default/files/microsites/ogi-directive.pdf" target="_blank">Open Government Directive</a> to make government more transparent, participatory, and collaborative. We were lucky enough to have thirteen federal agencies present their work that day (<a href="http://opengovdirective.pbworks.com/List-of-Presentations" target="_blank">list of presentations is here</a>).<br>
<br>The Department of Transportation has now given us a tremendous opportunity to create a follow-on event which reaches deeper into the government community. The DOT is hosting our next full-day workshop (half presentations and half open space) on January 11th here in Washington, DC. We just announced it on Friday.<br>

<br>Since then we have been working together and produced one event on November 16th. It used a rapid fire presentation format along with some audience conversation guided by common questions. <br>
<br>We are going ahead with a 2nd conference on January 11th in DC. It will use a similar rapid fire presentation format (5 min preso's with 2min of questions) structured audience conversation and then spend the afternoon in Open Space Technology - we will make our agenda before the lunch break and then have 3-4 sessions (time slots). <br>
<br>Because unconferences have a slightly looser "binding" and "intention" then open space done within organizational contexts to solve problems it is a challenge to actually collect notes/proceedings. I have been working with Heidi Nobantu Saul to develop systemic ways of
doing documentaiton specifically in unconference settings. We would be using this method. <br><br>Lucas and I are wondering if there are one or two people who are seeking more experience with open space technology and would like to volunteer to play a role in leading the documentation / collection of notes effort at this event. <br>
<br>I will be flying out form California to facilitate this event on the 11th. Neither Lucas or I or anyone else is being paid for this gig. We are looking at moving into an ongoing series of unconferences focused on the OGD that would have compensation for those making them happen. <br>
