public services in the UK. In the course of this I, like you, have to write
bids for these organisations. My response to your question is more prosaic and
less philosophical. The person who will read your bid first will (almost
certainly) be a procurement officer - who will be reviewing your bid against
his/her checklist. It is unlikely that they will have a deep understanding of
the issues that your bid is about - they are more on the technical side of the
procurement process.</span></font><o:p></o:p></p>
