I, like you, have to write bids for these organisations. My response to your
question is more prosaic and less philosophical. The person who will read your
bid first will (almost certainly) be a procurement officer - who will be
reviewing your bid against his/her checklist. It is unlikely that they will have
a deep understanding of the issues that your bid is about - they are more on the
technical side of the procurement process.</FONT></SPAN></DIV>

suggest that you invent some very simple process for evaluating the OS (and the
planning sessions running up to it) and talk a little about QA supervison. Hell
- you could even use the OSLIST as you QA process! The procurement person will
