broad sample of initiatives‹including living traditions like the <span
class=SpellE>kgotla</span> in Southern Africa or <span class=SpellE>panchayat</span>
in India to modern community forums like a Citizensą Jury or the Brazilian
Participatory Budget‹that demonstrate the following characteristics:<o:p></o:p></span></font></p>
