<P>What do you call "a fear based environment". Who is fearful of whom? and for what? (Violence, job loss, discredit?) I ask, because almost always I find some kind of fear: the fear of top management to listen what the clients (internal and external) have to say... it looks as a guilty conscience to me. But in Colombia, we are talking about a more real, <EM>physical </EM>fear I think.</P>
