<P>Dear Harrison,</P>
<P>Your words are really encouraging. When I first knew about Open Space Technology it seemed to me almost impossible to make it happen here. Fortunately, soon after I received a request from the local government to facilitate a meeting with more than 200 people. They were in a rush, had almost no money, and no idea about how to make people talk in a short period. I proposed Open Space and they were reluctant at the beginning. In the end, the ended with a bunch of relevant issues, the leaders who carried those issues at the grassroot level, and networks of people around those same issues. Later I was hired by the Chile Labour Training Agency (SENCE) which was having lots of trouble and conflict with their clients, to facilitate Open Space Meetings in several regions of Chile. It worked out so well, that they asked me to prepare a national Open Space Meeting for the agency's workers. I have a video on it prepared by them, which I will be glad to share with you. Bad news are - it's in Spanish.</P>
<P>It was so different from everything tried before, that my regional government (Bio Bio Region) asked me to train the members of the Intersectorial Committee on Citizen Participation (CIPAC) on Open Space Technology. So I have trained people who now use OST in their organizations -from Healthcare to Education- as a way of communication with citizens. As an anecdote, I can tell you that the discussion about the new Citizen Participation Law in my region was conducted in Open Spaces with local grassroots leaders -in urban and rural areas alike-.</P>
<P>In the meantime, I have gained a huge experience. I have learned to care more about certain issues -as the comfort of people in the room- and less about others. I'm preparing a video and a paper about my practice, and I hope to have them ready by November. Would it be very nasty from my part to ask you to revise at least the paper and write perhaps a stroke or two to begin it with?</P>
<P>It's been a hard way to make gov't leaders believe in transfering power to the people to voice out their needs and dreams, but it's working now. Thanks for everything. Thanks for sharing this amazing piece of methodology with all of the world. Thanks for giving it a philosophy which I -and many others, I think- can adhere to. I think this is the most powerful tool for real human understanding since the invention of the mobile type by Gutemberg.</P>

<DIV></DIV>>fundamentals to
<DIV></DIV>>begin my own practice. The technology itself is -compared to other
<DIV></DIV>>methodologies for Large Group Interventios- the lightest in terms of
<DIV></DIV>>logistics, the quickest to be organized, and the one that get the best
<DIV></DIV>>results from -and for- people. And it's cheap.
<DIV></DIV>>
<DIV></DIV>>All of the almost 40 Open Space Meetings I have facilitated had been for =
<DIV></DIV>>the
<DIV></DIV>>Public Sector, i.e. State organizations ranging from Education to the
<DIV></DIV>>Housing Service. Allmost always, the concerns of the clients have been =
<DIV></DIV>>the
<DIV></DIV>>same: fear of "losing control" of what happens, of not being able to =
<DIV></DIV>>cope
<DIV></DIV>>with the demands of people, of being criticized openly, of not being =
<DIV></DIV>>able to
<DIV></DIV>>concentrate on the specific themes about which the Open Space is =
<DIV></DIV>>convened.
<DIV></DIV>>Also, they always remain skeptic about the minimal preparation necessary =
<DIV></DIV>>to
<DIV></DIV>>make OST happen (they seem to think that it won't work and that I'm =
<DIV></DIV>>bluffing
<DIV></DIV>>them by being so "light"). All this concerns have been followed by =
<DIV></DIV>>relief
<DIV></DIV>>when the client sees that the OST really works, that the order emerges =
<DIV></DIV>>from
<DIV></DIV>>chaos every time. Old clients have been the best promotors of the =
<DIV></DIV>>Technology
<DIV></DIV>>among new ones.
<DIV></DIV>>
<DIV></DIV>>My last experience is still developing, as on Saturday we met with about =
<DIV></DIV>>250
<DIV></DIV>>leaders from the neighborhood on Pedro de Valdivia Bajo (a bidonville by =
<DIV></DIV>>the
<DIV></DIV>>riverside) in the city of Concepcion, to plan the needed interventions =
<DIV></DIV>>from
<DIV></DIV>>all the different State services to improve the area. The curious thing =
<DIV></DIV>>is
<DIV></DIV>>that always, both conveners and participants evaluate the OST as the =
<DIV></DIV>>"best"
<DIV></DIV>>participatory experience they ever had. This was not the exception, and =
<DIV></DIV>>is a
<DIV></DIV>>real achievement in a neighborhood with a history of conflict and acute
<DIV></DIV>>poverty. We have had illiterate group conveners! To help this, this time =
<DIV></DIV>>we
<DIV></DIV>>had the help of student volunteers to take notes of the full =
<DIV></DIV>>conversation in
<DIV></DIV>>every group. My main fear was that the students could somehow intervene =
<DIV></DIV>>and
<DIV></DIV>>manipulate the discussion, but it was they who, at the end of the day, =
<DIV></DIV>>were
<DIV></DIV>>impressed by the quality of people's participation. This Open Space is =
<DIV></DIV>>still
<DIV></DIV>>hapening, as next saturday (october 16th) we will meet again! to discuss
<DIV></DIV>>solutions for the discussed problems.

<DIV></DIV>>in the city of Concepcion, to plan the needed interventions from all the

<DIV></DIV>>both conveners and participants evaluate the OST as the "best"
<DIV></DIV>>participatory experience they ever had. This was not the exception, and =
<DIV></DIV>>is a
<DIV></DIV>>real achievement in a neighborhood with a history of conflict and acute
<DIV></DIV>>poverty. We have had illiterate group conveners! To help this, this time =
<DIV></DIV>>we had
<DIV></DIV>>the help of student volunteers to take notes of the full =
<DIV></DIV>>conversation in
<DIV></DIV>>every group. My main fear was that the students could somehow intervene =
<DIV></DIV>>and
<DIV></DIV>>manipulate the discussion, but it was they who, at the end of the day, =
<DIV></DIV>>were
<DIV></DIV>>impressed by the quality of people's participation. This Open Space is =
<DIV></DIV>>still
<DIV></DIV>>hapening, as next saturday (october 16th) we will meet again! to discuss
<DIV></DIV>>solutions for the discussed problems.</span></font></p>
