Oh sure. YOU alone a responsible for what you do/are -- unless of course you are mentally impaired. And nobody can keep you "honest" better that your peers and colleagues. Presuming that they step up and do their job. Of course, if they sit on the sideline and allow terrible things to happen... It really is about taking personal responsibility for the life you live and for those who live it with you. Nothing is perfect, of course, but we try.

maybe you mean having individuals with some (common sense) that can be listed in a (code of conduct) according to which they behave.
