[OSList] Issue and Indicators

**The project would gather a local implementation team and raise 
funding, to* replicate the following Welsh model, which did not 
explicitly use OPT in the original initiative, ***but would add Open 
Space in a refreshed iteration*.

Theme Issue:*
Community Enterprise Networks will be adopted as a third sector led 
strategic regeneration program.The project embeds innovative 
methodologies for growth into local communities, resulting in the 
establishment and progression of a Community Enterprise Networks in the 
Convergence area, addressing the development of Building Sustainable 
Communities. Community Enterprise Networks will advance long term 
regeneration benefiting the most deprived areas of the Mahoning Valley 
thereby increasing Community Economic Development_.__

_*Possible Indicators include:*

  * Develop Community Enterprise Networks
  * Develop socially inclusive communities that are participative and
    empowering
  * Build social enterprises
  * Development an overarching infrastructure to assist local organizations
  * Encourage more effective involvement of citizens
  * Organizations adopting or improving Equality and Diversity strategies
  * Organizations adopting or improving Environmental Managements systems
