My first reaction: go ahead, be unreasonable, overwhelm yourself.

Can you get a larger venue within your budget?

I suppose if I were in your shoes, I'd publicize the hell out of the thing in the relevant neighborhoods and with opinions leaders there, announce we have room for 200 people and say, "first come, first served".  Remember, whoever shows up will be the right people.
