Ah, the rigours of bureaucracy!

How about establishing a virtual network for all the projects to report 
progress to one another and to the agencies?  In this way, you can 
demonstrate that the projects are doing well on their own and there is 
no need to put them under an administrative structure.

After a year or so, you can propose a national OS event during which 
people can share experiences and set new priorities for future 
programmes.
