Hi Martin, I live in Edinburgh, Scotland and I don't believe there is a
'skilled practitioner' definition. 

I have attended Open Space events, OT in the UK and USA, have ran some small
ones, probably about 12 in total and according to some people that makes me
skilled! Probably don't have much more experience that you do however am
more than happy to talk to you about it if you don't get any takers nearer
home and/or want to give me a call.
