Scope of Work

Open Space Facilitation Training

A. Introduction

The Institute for Sustainable Communities ( ISC) seeks a
consultant to conduct training on Open Space Facilitation for
the Ukraine Citizen Action Network (UCAN) a civil society
program sponsored by the United States Agency for
International Development (USAID). The UCAN program focuses on
deepening the capacity of a core group of civil society
organizations (CSOs) while improving the environment,
resources, and expertise available to the rest of the sector.
The Open Space Facilitation training is for selected UCAN
grantees to enhance community leadership and development by
focusing on urgent and complex upcoming social reforms.

UCAN targets CSOs for much of its work because CSOs often
serve as the most effective means through which citizens can
exercise and protect their rights and fulfill their civic
responsibilities. It is through CSOs that citizens can voice
their priorities, come together to take action and reach out
to ever larger numbers of citizens with common concerns.
Through grants, training, and events UCAN works to strengthen
CSOs that show the potential to serve as leaders of the third
sector and achieve significant results in increasing citizen
participation. Specifically, UCAN develops CSO advocacy
skills; helps CSOs to create a domestic funding base for the
third sector; works with CSOs to gain a seat at the table
alongside government and business in setting and addressing
priorities; creates a more conducive environment for CSOs and
advocacy through legal and regulatory efforts; and actively
conducts outreach and communication to facilitate a more
active citizenry.

B. Scope of Work

The proposed consultancy is to present to selected CSO
representatives Open Space facilitation concepts including how
to organize and facilitate Open Space meetings and gatherings;
how to work with issues where there is a diversity of opinion
and that are complex and urgency; and how to involve
organizations, businesses, communities, and government in
creating futures together. The training should contribute
measurably to Open Space knowledge and the leadership
performance of a select group of Ukrainian CSO leaders, and
adapt materials and methodology as necessary for Ukraine. The
goals of the training are two-fold: to train CSO
representatives to increase the level of public debate in
their communities by encouraging discussion on local issues of
importance; and to help CSOs and other key players to unite
efforts to solve urgent community problems.

The training should cover such topics as:

when and where to use Open Space for meetings and events;
preparation, planning, and working for Open Space events;
role of the facilitator in the Open Space meeting; and
basic principles of facilitation Open Space events.
The training should provide an opportunity for in-depth and
rapid learning offering a mix of theory and practice.
Participants should have the opportunity to work and practice
as leaders and conveners of Open Space events. The consultant
should:

prepare selected CSO representatives to organize and conduct
Open Space events; and
prepare a set of training materials which can be used to
facilitate Open Space technology in Ukraine.
C. Expected Outputs of this SOW

Deliverables:

A 7 to 10 day Open Space workshop in Kyiv for up to 30
Ukrainian CSO representatives.
Training materials adapted to the Ukrainian experience .
Final report: The consultant is expected to provide ISC with a
report of the workshop assessing the level of the participants
and what methods were successful or unsuccessful. The
consultant is also expected to identify if any next steps are
necessary and include findings and recommendations which may
include more work with the same group, moving towards a TOT,
and/or additional trainings in Kyiv.
D. Proposal

The consultant.s proposal should include a statement of
qualifications and approach, and specifically include:

A brief (approximately . page) description of the consultant.s
specific experience related to this assignment.
A short (3 to 4 page) description of the consultant.s proposed
training program.
A budget to cover preparation for and conducting of the
training program.
Resumes of experts or trainers involved.
Three relevant references.
E. Timelines and Submission

Interested consultants should develop a proposal and budget
and submit it to ISC/USCAN by February 18, 2005. Applications
will be considered upon receipt. The consultant should be
available for a trip to Ukraine in April .May 2005. A
consultant will be selected by March 4, 2005.
