That is OK.

Who should we invite? How about the people who are making the attacks in
Iraq on government leaders, civilians and the military, to (as the news
reports have it) stop the elections from happening in January.

This is admittedly an unclear group, since it seems amorphous and
deliberately in hiding.

So how would you write the invitation?
