Remember that you are inviting folks to ‘champion’ whatever they feel
inspired to – to announce what they wish to convene an action planning
discussion on - and this may even include something that emerges to them
at the moment – is a totally new thought – not one that has been
discussed and written up earlier in the day(s).  I agree with Michael P
– don’t feel like you have to ‘help’ them in any way – that is the way
to take the air out of the soufflé in Open Space and watch it all
implode
Try not to think of ‘similar topics competing’ but of topics of
true passion emerging in whatever way they will

 
I understand from Elena (who is here right now as you know visiting from
Siberia) that action and follow-up are not evident in a lot of OS
meetings she does with her fellow Russians – a source of great
frustration to her, as I understand it.  Similar perhaps to what you may
have experienced.  It is another reminder to look at the design and see
what the objectives are – is action planning towards the end of the day
appropriate or is just opening space for identifying, naming, and coming
together in the first place the perfect outcome objective?  Sometimes it
is a *difference* between what the sponsor-client-sometimes facilitator
need
and what the participants need / will be fulfilled by
