How about an objective of experimenting with ways to open public discussion. 
. .expression of ideas. . . flow of information?   At present, we've focussed 
in on a few modes--some of them continually becoming more corporate and less 
diverse--and are neglecting the many ways we could be communicating with each 
other, and bring people into the conversation who would otherwise be unheard.   
I'm intrigued as well by the idea of a public bulletin wall.   Seems like an 
extension of what I and others have done in many situations--paper the walls 
with butcher paper, provide pens, and see what shows up.
