Non-Governmental Organization.  e.g., non-profits, research institutes,
associations,  anyone who is basically tax exempt doing some kind of work
outside of government.  They may be government supported but not government
controlled, at least not directly, although, as we know, money speaks rather
loudly.  Hope this helps.
