If Open Space is not a possibility, you can do some good work on
communication skills by having people work in dyads and small groups,
practicing listening, sending clear and personal messages, offering feedback
in a way that doesn't create defensiveness--whatever is needed in your
situation.  Often I have groups role-play their usual style of communication
in a scenario vs. consciously taking more care with communication.  Four
hours with 46 people could initiate some positive changes.
