Timing / priority arrangement

Dear Friends,

I am interested to know how OS organise scheduling of
the issue arrived on board and a lot of particpants
have already nominated their name during os. If
several issues have come up and they are interrelated
and each issue has a bit different nominations - who
decides it or is it self organised also.
