Seems like we forgot you. Sorry! The issue you pose is a common one, and I
think you are right in your approach. I always feel it is better to do the
whole thing in Open Space -- but sometimes that is just not possible. But
the thing to be very careful about is that people who are strongly attached
to specific agenda outcomes may be frustrated. When people get into Open
Space they are almost inevitably creative and contributory. Sometimes those
creative contributions are not welcome, particularly when they come as a
surprise. Anyhow -- with that caveat I would say, carry on!

By the way I think the appropriate term, at least in the USA, is Sanitary
Engineer.
